Yes, I used tar-1.15.90-1 to package coreutils-5.94-5 on a binary cygwin mount, then used the same cygwin version of tar to create a bzip2 compressed upload to a stdout pipe to a matching tar on sourceware.org unpacking from stdin to do my upload. -- Eric Blake
