It seems that announcement is no longer received even by
cygwin-annou...@cygwin.com now.

I sent a few announcements to cygwin-annou...@cygwin.com, however,
none of them did not appear in
https://cygwin.com/pipermail/cygwin-announce/2023-September/thread.html

Am I overlooking something?
