I see what you mean about the existing wording. I think that's meant to
be an inclusive-or, though. I'll try to adjust it to make things clearer.
I finally found the time to rephrase the wording on that page
slightly, in an attempt to make it clearer that "ITA" signals "intent to
adopt" and doesn't apply more generally.
I hope that all makes sense now. Going forward, please don't use that
tag unless that's your intent.
