[PATCH] Cygwin: define OUTPUT_FORMAT and SEARCH_DIR for AArch64

Hello.

This change defines `OUTPUT_FORMAT` and `SEARCH_DIR` in 
`winsup/cygwin/cygwin.sc.in` file for AArch64.
