Sorry for the delay; I've been swamped handling the Cygwin/X transition.

I would suggest installing cygport from the Cygwin distro, then checkout
from Ports SVN the lang/lua5.1 and lua/ directories.  Those directories
contain everything necessary to build and package the lua interpreter
and a number of lua modules.  (You will need to fix up the history and
maintainer address at the bottom of the READMEs.)  I suggest that you
build lua, install it locally, then build some modules and assure
yourself that everything is working.

If you could let me know which modules you are interested in, we can go
from there.
