I've found the source of the problem - it's the binutils-2.23.1-1 package as reverting to 2.22.51-2 corrects the issue. I guess the question is whether or not this is a binutils issue or cygport issue (i.e. did something change in the binutils-2.23.1 release that cygport needs to take in to account). Please let me know if I should bring this up on the Cygwin mailing lists.
