First, be sure to follow the directions as listed on cygwinports.org 
(and notice that they changed just last week).

In step 4, after selecting a Cygwin mirror, enter one of the sourceware 
mirrors **including /cygwinports in the path** into the User URL field. 
  The mirror you select MUST be from a different domain name than your 
Cygwin mirror.  (Hopefully this last restriction will go away soon.)

Unfortunately, it seems many of the sourceware mirrors on the list are 
obsolete or non-responsive.  I just went through them all, and tried 
finding a few more, and as of this moment the following appear to be 
working well:
