Yes, that is what I want. The primary aim of Cygwin/XFree86 is to provide an open source X Server for Microsoft Windows.
I intend to pursue that goal. If others are interested in pursuing a highly-experiemental Windows shell replacement, then they are more than welcome to do so, but not here.
