It would seem from that prior notice that the author believed that this library should have in fact been included in the download and that the error would therefore be in the current cygwin package database. Since there were no replies to that earlier notice and I have been able to find no other reference to this library, I assume that this is indeed the case at this time.
Please advise me if there is another route for me to take, thanks
