I have the same problem. It started after my laptop went through my IT tech hands - he changed the anti-virus or other software. The way I got around it was to start cygwin in a cmd shell. Then from the cmd shell, I invoke /usr/bin/startxwin.bat, and that works. I did not dig any deeper. Next time, I will look into port 6000 usage, as was suggested in another thread.
