I think that's ok. The compose sequences don't make sense in an ASCII locale, since ASCII doesn't contain composed characters. Yet they can be very useful in a UTF-8 locale, so it would be a shame to remove them. Also, the en_US.UTF-8 compose sequences aren't actually English-specific, since the vast majority of non-English UTF-8 locales use the same sequences.
