It sometimes helps if you read the log. Note the first error.
The file /usr/share/X11/xkb/rules/base should exist, installed by the
xkeyboard-config package.
Try 'ls -al /usr/share/X11/xkb/rules/base' and 'cygcheck -c xkeyboard-config'
