This is just a guess, but on real Unix systems an error like yours usually occurs because in the first case the remote system is running a login shell for you and in the second case the shell is not a login shell.
Perhaps the proper execution of tclsh or your script depends on some initialization that is only done if the shell is a login shell. Perhaps some environment variable gets set in /etc/profile and bash only runs that for login shells.
