Take a look at http://cygwin.com/contrib.html w.r.t. contributing a patch. It should get through the basics. I expect the maintainers of the Cygwin code to do this similar function would prefer a patch to that code rather than linking in some other library so if it's all the same to you, I'd suggest you pursue that approach.
