Assume after download you have hierarchy: setup.exe ftp%3a%2f%2fmirror.switch.ch%2fmirror%2fcygwin%2f/release ftp%3a%2f%2fmirror.switch.ch%2fmirror%2fcygwin%2f/setup.ini Copy all to new host and just run setup.exe with selecting local install. You will be prompted for location of directory with setup.ini file.
