I think that the problem is the order, not the existence. <ul> <li>Africa: <ul> <li>South Africa: <a href="ftp://ftp.is.co.za/mirrors/cygwin/">ftp.is.co.za</a>(ftp)</li> </li> <-- this ends the <li> started just before "Africa". </ul> <-- this ends the <ul> started between "Africa" and "South Africa". I believe that a new list can be within a list element.
