env vars are a common issue (see: http://cygwin.com/ml/cygwin/2010-08/msg00245.html) but in this case I think it's somewhat different. On Vista and W7, the sshd process is running in a different "Windows Station" than the normal login. This *might* mean that the 'reg' command is accessing a different registry hive that you think it should.
