First of all, i think you can't do this with cygwin, cause not everyone install cygwin.

I don't understand what you are asking. The official emacs on w32 is already portable. All you need to do is unzip it without a install process. You can carry it around in a memory stick.

If you want to use emacs in linux, most linux distributions have emacs package.
