None of these lists include shell builtins. That list will depend on the shell you choose to run.

it comes with.

"Base" is a category in the Cygwin package respository system.

"cygwin-base" is just one of the packages in the Base category.

Would it make sense to add this information to the online docs?

I'll consider it.

Where would you expect to find the info? I have my own idea, but I want to know where you would have gone looking first.
