I just rebuilt cygwin emacs from source and can confirm that the patch
mentioned in the following link does correct the problem:

did not test this case.
This has nothing to do with Cygwin. According to the link you cited,
this is a bug in upstream emacs-24.3 that has been fixed in the trunk.
There are many such bugs.
