Leave off the / before kira.

rsync --update --ignore-existing --progress -vure 'ssh -p 29501'
/home/username/downloads/1/ k...@xxx.xxx.xxx.xxx/cygdrive/e/1

If that doesn't work, ensure that you can ssh: ssh k...@xxx.xxx.xxx.xxx.
