Error Message

I keep getting this error msg at random times (including whenever I click on the 
Cygwin desktop icon:
 
The procedure entry point libintl_bindtextdomain could not be located in the dynamic 
link library cygintl-2.dll.
 
 
Any idea as to what is the problem?
