You can't use the 64-bit installer to install on a 32-bit system.  Here's my response to Matsuoka-san again, minus my little bit of Japanese practice:

    Yes, you can still install the 32-bit Cygwin.  See
<https://cygwin.com/pipermail/cygwin/2022-November/252542.html>. To avoid having to     specify those commandline options every time, you can make a Shortcut to setup-x86.exe     (which can still be downloaded from https://cygwin.com/install.html), and then change
    the .lnk Target to something like:

        "C:\path\to\setup-x86.exe" --allow-unsupported-windows --site https://mirrors.kernel.org/sourceware/cygwin-archive/20221123/
