the icons on the Windows taskbar now are all the same, regardless of
application -- a big black X with an orange-ish ring around it.

Here is how I start the Xwin server:

     D:\Cygwin\bin\run.exe --quote /usr/bin/bash.exe -l -c "cd; exec
/usr/bin/startxwin"

I'm 99% sure this is a Windows thing, but I wonder if any Cygwin or
Cygwin/X developers can speculate about what is happening and whether there
is a way to make Cygwin/X more resilient to these kinds of changes in
Windows.

That's the Xwin default app task placeholder icon - look at ...\cygwin...\bin\XWin.exe in File Explorer, or right click icon, right click Xwin (#), pick Properties, click Change icon.

Could it be MS Windows does not allow unsigned apps to draw taskbar icons?
