Weird. I just tried it on my machine with both methods for local SAM accounts, either changing the entry in /etc/passwd, or adding <cygwin group="users"/> to the local SAM comment field, and in both cases the primary group of my account is changed to the builtin "Users" group in Cygwin. Sure your /etc/nsswitch.conf is correct?
