That "below" refers to the my previous reply.
Package sysvinit installs init-config to set up /etc/rc used by its utilities.
Package initscripts installs /etc/postinstall/initscripts.sh{,.done} to set up
/etc/rc.d/rc# directories.
As that package has not been updated for years, neither the preremove nor
postinstall scripts should have been run since install.
Package chkconfig installs the utility to manage the daemon init scripts,
assuming the appropriate comment keyword lines at the top of the init scripts.
Cygwin daemons normally provide *-config scripts which setup daemons to run as
MS-Windows services under cygrunsrv.
