sshd won't start

[Charles Russell via Cygwin]

After installing Cygwin openssh on Windows 11 and running 
ssh-host-config, I can't start sshd.

$ cygrunsrv -S sshd
cygrunsrv: Error starting a service: OpenService:  Win32 error 1060:
The specified service does not exist as an installed service.
