I updated a number of packages on 30.1.2026 at around
20:00 EST and since then, I have been unable to use gpg,
e.g.:

$ gpg -d myfile.gpg
gpg: AES256.CFB encrypted data
gpg: can't connect to the gpg-agent: IPC connect call failed
gpg: problem with the agent: No agent running
gpg: encrypted with 1 passphrase
gpg: decryption failed: Bad session key

That update included an upgrade of gnupg2 to 2.5.17-1.  I
have tried to roll back to 2.5.16-1, and this problem
still happens, so this is clearly more than a problem
with just gnupg2.

I have also tried to reinstall gnupg2, the gpg support
libraries, the cygwin base package, and I have tried
to erase the .gnupg directory so that the defaults
would be restored.  Nothing has helped.

I can see gpg-agent show up in the task manager when I
run the above command, and I have tried to run it
myself (gpg-agent --daemon) beforehand, but for some reason
gpg can't communicate with them.

I am running Windows 11 underneath.
