I don't think anyone downloads the sources... :-) This has been hashed and re-hashed on the list a couple of months ago. You could recommend people download cygwin1.dll from cygwin mirrors, but then you'd have to make sure your binaries work with the latest release. You could also post the sources but put a note that people not download them unless absolutely necessary, due to bandwidth requirements. Most people should honor that.
