OK, my bad. I found a couple of references to this behavior in the ML. I was suspicious of the "CYGWIN=ntsec tty" environment variable (set for sshd) and had tried unsetting it in the shell to no avail. I found that if I unset it with dos before I start the shell, the behavior reverts to what I expected (password not echoed).
