Paul, Please configure your mailer to not quote raw e-mail addresses in your replies -- let's not make it easier for the spam harvesters.
As for the scponly equivalent, Google for "cvs-only shell". I'm sure you'll be able to do similar things for scp. Alternatively, you could try to provide the exact compilation errors for scponly -- perhaps someone will be able to help you port it.
