The scripts package-grep.cgi and package-cat.cgi are available (at <http://cygwin.com/cgi-bin/cvsweb.cgi/htdocs/cgi-bin2?cvsroot=cygwin>), but they rely on something else to extract the package contents. This something else is most likely somewhere under <http://cygwin.com/cgi-bin/cvsweb.cgi/infra/?cvsroot=sourceware>, but the actual maintainers of sources.redhat.com may be able to point you to the exact scripts...
