Yes, there's also a Posix AT command: http://www.opengroup.org/onlinepubs/009695399/utilities/at.html It interacts with the cron daemon. So in principle there's no reason why there shouldn't be a cygwin at command to interact with the cygwin crond entirely independently of the 'doze at command and task scheduler.
