Did you use ssh-host-config to set up the sshd service? Did you read /usr/share/doc/Cygwin/openssh.README?
user-rights objects. But did not att den user to the administrators group.
I did not read the openssh.Readme file, (I looked for it but only found the regular ssh documentation
next time I know to look inte the Cygwin directory)
