i discovered /lib is mounted on /usr/lib from the faq. ls can see the file but gcc cannot. i attempted uninstalling and reinstalling without success. http://sources.redhat.com/ml/cygwin/2004-05/msg00963.html seemed in the same vein, but i don't believe this is a missing install issue.
I think you may have hit on the "trailing slash in mount" problem. Try issuing the following commands:
mount -s -b "c:/cygwin" "/" mount -s -b "c:/cygwin/bin" "/usr/bin" mount -s -b "c:/cygwin/lib" "/usr/lib"
