yes. and you'll need to restart cygserver.

If this doesn't work,  we will have to go back to PostgreSQL 7.4.2 of
2004-03-08
which appears to be the latest PostgreSQL release using cygipc (instead of
cygserver).

You might need to clean up IPC ressources from broken postmaster processes regularly.
Use the /bin/ipcclean helper script.
