But the cygcheck output doesn't help, unfortunately. When running ftp, how are the environment variables $PATH and $SYSTEMROOT set? PATH must contain C:\WINNT\system32 (resp. /cygdrive/c/WINNT/system32) and SYSTEMROOT must be set to C:\WINNT. Could you check that?
