Please review and follow > Problem reports: http://cygwin.com/problems.html particularly the bit about attaching (as an uncompressed text attachment) the output of "cygcheck -svr" on your machine. At a guess, something you installed earlier created an environment variable with a name that either configure or something called by configure uses. You could try simply "env | grep oracle.ini".
