That's exactly right (see line 1002 of server.c).

I think I'd rather not add a hackish workaround in server.c (ignore the obvious bug in the dreck below)

      ....signal error...

and just say "use a snapshot cygwin1.dll, or update to 1.5.20 when it is released".
