A Windows user is not the "user account" the documentation refers to above. After creating the Windows user you (an administrator) have to add the user to the /etc/passwd file, usually running "mkpasswd -l -u UserName >> /etc/passwd", but you may have to edit the file to modify group, shell or home directory. The home directory is created the first time the user logs in.
