I've just updated the version of cpio to 2.7-2. This is a bugfix release. It contains a patch which re-enables the -m option in copy-pass mode.
To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
