This file is not meant to be a plaintext file. It is meant to be read using the F1 key from inside mutt. /etc/Muttrc sets up the F1 key to invoke less. You may find that there are a few non-ASCII characters which are shown as e.g. <B7>. If so, you'll need to edit /etc/Muttrc (or better, copy it to ~/.muttrc) Find the macro definitions for <f1> and add the -r option to the less command.
