Copy the way ssh-host-config does it:

net user sshd /add /fullname:"sshd privsep" "/homedir:${dos_var_empty}"
/active:no > /dev/null
mkpasswd -l -u sshd | sed -e 's/bash$/false/' >> ${SYSCONFDIR}/passwd

where dos_var_empty is /var/empty for sshd, but you can put something else.
