I hacked now a work-around, but didn't really fix the error. I created a new directory, and copied the previous contents there. Then, I actually changed in httpd-userdir.conf <Directory "/home/*/public_html"> into: <Directory "/cygdrive/h/public_html"> which surprisingly worked, but will probably work only for me. In fact, this h drive is likely to support only one user at a time?...
