It's not corrupt in any way, 0xc0000135 is simply STATUS_DLL_NOT_FOUND. If you run it outside of Cygwin from a regular command prompt you will see a popup message about missing DLL. You just need to adjust your PATH correctly so that the DLL can be found by the operating system.
