This sounds like the classic example of a script that has external
environment requirements that aren't met by the script itself.  Are
you sure you've eliminated this as possibility?

I do not have email setup in my Cygwin install and have added the >
/dev/null 2>&1 line to the end of the crontab.

If the environment is not the problem, you may want to consider
redirecting your output to a file, so you can inspect the output.
