The mingw-zlib package has been updated to version 1.2.3-10. zlib is a standard 
lossless compression library; mingw-zlib is a version built using the standard 
windows runtime library and NOT cygwin; it is used by setup.exe among other 
tools. This is a packaging update.

This is the first release specific for cygwin-1.7. Technically, since this is a 
"mingw" package, there's nothing cygwin-1.5 or cygwin-1.7-specific about it, 
except for the packaging tool used and the layout of documentation. Therefore, 
the only differences between this package and the simultaneously-released 
mingw-zlib-1.2.3-3 for cygwin-1.5 are documentation related (the README 
references cygport-0.9.4 and cygwin-1.7.0-41, and the /usr/share/doc/ layout is 
influenced by the cygport changes between 0.4.x and 0.9.x).

  mingw-zlib and zlib in sync, and make future maintainence
  a little easier.

http://cygwin.com/ web page.  This downloads setup.exe to your system.  Then, 
run setup and answer all of the questions.
