Right, but the Emacs developers do not want so easily to drop support for all older versions of Cygwin, especially since Cygwin 1.7 is still in beta. Btw, it might be a good idea to introduce some Emacs function or variable that would return the version of Cygwin being used at run time, so that Lisp programs could avoid limiting Cygwin 1.7 and later where older versions are inherently limited.
