There is no mystery here. The version of cygwin1.dll that you're looking at came from the 1.7.0-51 release. Maybe you're confused about where you should be looking or maybe you have a process running which is using this dll and, so, could not have been updated by setup. If it is the latter then rebooting would help. Regardless, this isn't a problem with the release.
