umsdos lookup for cygwin

what do you think about letting cygwin read directories like the umsdos
system does in linux?

that would allow:

1) case sensitivity
2) quicker resolving of (soft)links
3) no more scanning (for #!/bin/bash, etc and std MZ headers)
